Masyarakat kini terbiasa dengan layanan yang cepat, mudah diakses, dan berbasis teknologi. Hal ini mendorong transformasi pelayanan publik menuju model yang lebih prima, efisien, dan efektif.</p> <p>Tulisan ini mengkaji transformasi pelayanan publik di era digital dengan menguraikan latar belakang pemikiran, kerangka pemikiran, metode penelitian, pembahasan, dan simpulan.</p> <p>Transformasi pelayanan publik di era digital ditandai dengan digitalisasi layanan, penerapan teknologi, dan peningkatan partisipasi masyarakat. Transformasi ini membawa manfaat seperti meningkatkan aksesibilitas, efisiensi, efektivitas, transparansi, dan akuntabilitas.</p> <p>Meskipun terdapat banyak manfaat, transformasi pelayanan publik di era digital juga menghadapi beberapa tantangan, seperti kesenjangan digital, keamanan data, sumber daya manusia, dan perubahan budaya.</p> <p>Pemerintah perlu terus mendorong transformasi pelayanan publik dengan mengatasi berbagai tantangan yang ada. People are now accustomed to services that are fast, easily accessible, and technology-based. This drives the transformation of public services towards a more excellent, efficient, and effective model.</em> <em>This article examines the transformation of public services in the digital era by describing the background of thought, framework of thought, research methods, discussion, and conclusions.</em> <em>The transformation of public services in the digital era is marked by the digitalization of services, the application of technology, and increased public participation. This transformation brings benefits such as increasing accessibility, efficiency, effectiveness, transparency, and accountability.</em> <em>Despite the many benefits, the transformation of public services in the digital era also faces several challenges, such as the digital divide, data security, human resources, and cultural change.</em></p> <p><em>The government needs to continue to promote the transformation of public services by overcoming the various challenges that exist. Kartu Indonesia Pintar (KIP) adalah bentuk kartu identitas dari bantuan Program Indonesia Pintar (PIP). SDN Budayasari Desa Cikaum Timur Kecamatan Cikaum Kabupaten Subang merupakan salah satu sekolah dasar penerima bantuan program Kartu Indonesia Pintar (KIP) di Kabupaten Subang. Kartu Indonesia Pintar (KIP) ini diharapkan mampu meningkatkan aksesibilitas dan kualitas pendidikan serta mengurangi kesenjangan sosial dalam hal akses pendidikan bagi siswa-siswa dari keluarga kurang mampu, khususnya di SDN Budayasari.</p> <p>Di dalam penelitian ini bertujuan untuk mengetahui bagaimana Implementasi Kebijakan Program Kartu Indonesia Pintar (KIP) di SDN Budayasari Desa Cikaum Timur Kabupaten Subang dalam mencapai tujuan sesuai dengan visi dan misi. Untuk menganalisis Implementasi Kebijakan Program Kartu Indonesia Pintar (KIP) di&nbsp; SDN Budayasari Desa Cikaum Timur Kabupaten Subang, peneliti memilih teori Marilee S. Grindle yang meliputi Isi Kebijakan dan juga Konteks Kebijakan. Yang mana apabila dalam implementasinya merujuk pada teori ini, maka&nbsp; program Kartu Indonesia Pintar (KIP) di SDN Budayasari berhasil.</p> <p>Berdasarkan hasil penelitian, masalah utama dalam penelitian ini adalah belum optimalnya implementasi kebijakan program Kartu Indonesia Pintar (KIP) di SDN Budayasari. Karena dalam temuan di lapangan masih dijumpai beberapa permasalahan-permasalahan seputar implementasi. Dengan kata lain adanya kesenjangan atau ketidaksesuaian dengan peraturan yang ada. Seperti penerima bantuan yang tidak tepat sasaran serta kurang tegasnya para petugas terkait pelaksanaan program Kartu Indonesia Pintar (KIP).</p> <p><strong>Kata kunci</strong>: Implementasi Kebijakan, Pendidikan, Sekolah Dasar</p> <p>&nbsp;</p> <h2><em>Abstract </em></h2> <p><em>The Smart Indonesia Program is assistance in the form of cash, expanded access and learning opportunities from the government given to students from poor families to help with the students' personal educational costs.&nbsp; Smart Indonesia Card is a form of identity card provided by the Smart Indonesia Program. Budayasari state elementary school, East Cikaum Village, Cikaum District, Subang Regency is one of the elementary schools receiving assistance from the Smart Indonesia Card program in Subang Regency.&nbsp; This Smart Indonesia Card is expected to be able to improve the accessibility and quality of education as well as reduce social disparities in terms of access to education for students from underprivileged families, especially at Budayasari state elementary school. </em></p> <p><em>This research aims to find out how the implementation of the Smart Indonesia Card Program Policy at Budayasari state elementary school, East Cikaum Village, Subang Regency achieves goals in accordance with the vision and mission. To analyze the implementation of the Smart Indonesia Card Program Policy at Budayasari state elementary school, East Cikaum Village, Subang Regency, researchers chose Marilee S. Penelitian ini bertujuan untuk mengetahui dan menjelaskan gambaran secara mendalam mengenai Efektivitas Program Pembuatan Surat Keterangan Catatan Kepolisian (SKCK) <em>Online</em> Di Polres Subang. Metode penelitian ini adalah deskriptif dengan pendekatan kualitatif. Subyek penelitian ini adalah pihak-pihak yang terkait dengan Efektivitas Program Pembuatan Surat Keterangan Catatan Kepolisian (SKCK) <em>Online</em> Di Polres Subang .Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan dokumentasi. Teknik analisis data menggunakan model analisis interaktif. Teknik pemeriksaan keabsahan data menggunakan teknik triangulasi sumber. Berdasarkan hasil penelitian bahwa Efektivitas Program Pembuatan Surat Keterangan Catatan Kepolisian (SKCK) Online Di Polres Subang berada dalam kategori cukup. Hal ini berarti kriteria efektivitas yang dikemukakan oleh Sutrisno (2010) dengan hasil penelitian sebagai berikut : Pada indikator pertama yakni pemahaman program, dalam Program Pembuatan Surat Keterangan Catatan Kepolisian (SKCK) Online di Polres Subang berada dalam kategori belum efektif dan masih harus ditingkatkan; Pada indikator kedua yakni Tepat Sasaran, Program Pembuatan Surat Keterangan Catatan Kepolisian (SKCK) Online di Polres Subang dalam kategori sudah efektif; Pada indikator ketiga yakni Tepat Waktu dalam Program Pembuatan Surat Keterangan Catatan Kepolisian (SKCK) Online di Polres Subang belum efektif; Pada indikator keempat yakni Tercapai Tujuan dalam Program Pembuatan Surat Keterangan Catatan Kepolisian (SKCK) Online di Polres Subang sudah efektif; dan yang terakhir pada indikator kelima yakni Perubahan nyata berada dalam kategori efektif.</p> <p>Kata Kunci : Efektivitas, Program, (SKCK) Online</p> <p><em>&nbsp;</em></p> <p><strong><em>Abstract</em></strong></p> <p><em>This research was conducted based on problems found during the observation process at the Subang Police. This research aims to find out and explain an in-depth picture of the effectiveness of the Online Police Record Certificate (SKCK) Making Program at the Subang Police. This research method is descriptive with a qualitative approach. The subjects of this research are parties related to the effectiveness of the Online Police Record Certificate (SKCK) Program at Subang Police. The data collection techniques used were interviews, observation and documentation. The data analysis technique uses an interactive analysis model. The data validity checking technique uses source triangulation techniques. Based on the research results, the effectiveness of the Online Police Record Certificate (SKCK) Making Program at the Subang Police is in the sufficient category. Desa Wisata Cibuluh sebagai objek desa wisata Dengan Kategori Berkembang. Namun, dibalik keberhasilannya, masyarakat kurang terlibat dalam Pengembangan dan pendapatan aktivitas desa wisata belum memberikan kontribusi khusus di Pendapatan Asli Desa. Oleh karena itu tujuan penelitian ini adalah untuk mengetahui dan menganalisis Bagaimana partisipasi masyarakat desa dalam pengembangan Desa Wisata Cibuluh . Metode yang digunakan adalah deskriptif dengan pendekatan kualitatif. Adapun teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Sedangkan fokus penelitian yang digunakan yaitu teori partisipasi menurut Cohen dan Uphoff (dalam Dwiningrum, 2011) yang meliputi a) tahap pengambilan keputusan, b) tahap pelaksanaan, c) tahap pemanfaatan hasil, dan d) tahap evaluasi. Hasil penelitian menunjukkan bahwa partisipasi masyarakat dalam pengambilan keputusan masih rendah, namun masyarakat cukup berpartisipasi dengan baik dalam kegiatan evaluasi. Adanya desa wisata Cibuluh ini, dalam memberikan manfaat masih belum merata dirasakan oleh masyarakat. Namun pada kegiatan pelaksanaan dalam memberikan sumbangan materi dan tenaga kerja masyarakat berpartisipasi secara aktif. Pada pengelolaannya, peneliti menyarankan untuk melakukan kegiatan berkumpul bersama untuk meningkatkan keberanian masyarakat dalam memberikan ide, pendapat dan saran, perlu adanya pelatihan khusus mengenai cara mengelola wisata, pelatihan keterampilan dan pengadaan rumah penjualan produk UMKM untuk pemerataan manfaat, menggandeng anak muda untuk optimalisasi sosial media Desa Wisata Cibuluh dan meningkatkan keterlibatan masyarakat pada tahap evaluasi.&nbsp;</p> <p><strong>Kata Kunci : </strong>Partisipasi, Masyarakat, Pengembangan Desa Wisata.</p> <p><strong><em>&nbsp;</em></strong></p> <p><strong><em>Abstract </em></strong></p> <p><em>The welfare of the village community can be improved through the capacity and skills of the community in managing the existing tourism potential, one of which is through a tourist village. Cibuluh Tourism Village as a tourist village with a developing category. However, behind its success, the community is less involved in the development and income of tourist village activities</em> <em>and has not made a special contribution to the Village Original Income. Therefore, the purpose of this study is to describe and explain the form of village community participation in the development of Cibuluh Tourism Village. The method used is descriptive with a qualitative approach. The data collection techniques through observation, interviews and documentation. While the research focus used is the participation theory according to Cohen and Uphoff (in Dwiningrum, 2011) which includes a) the decision-making stage, b) the implementation stage, c) the result utilization stage, and d) the evaluation stage. The results showed that community participation in decision-making was still low, but the community participated quite well in evaluation activities. The existence of this cibuluh&nbsp; tourism village, in providing benefits, is still not evenly felt by the community. However, in the implementation activities in providing material and labor contributions, the community actively participates. Teori yang dipakai sebagai pendekatan terhadap masalah penelitian ini adalah teori Efektivitas Program menurut Budiani (2009:53) yang terdiri atas dimensi ketepatan Sasaran Program, Sosialisasi Program, Pencapaian Tujuan Program Dan Pemantauan Program. Metode penelitian yang digunakan dalam penelitian ini adalah metode kulitatif. Program percepatan penurunan stunting di Puskesmas Cikalapa Kecamatan Subang Kabupaten Subang belum Efektif. Hal ini dapat dilihat dari dimensi Pencapaian Tujuan Program belum ada kesesuaian dengan target yang sudah di tentukan untuk menurunkan prevalensi stunting. Dan dapat dilihat dari Dimensi Pemantauan Program yaitu dalam memberikan penilaian kesesuaian terhadap kegiatan, outfut, dan target strategi percepatan penurunan stunting, dalam memberikan umpan balik bagi kemajuan pelaksanaan Program dan dalam memberikan rekomendasi untuk pencapaian keberhasilan pelaksanaan Penurunan Stunting.</p> <p><strong>Kata kunci :</strong> Efektivitas, Program, Percepatan Penurunan Stunting</p> <p>&nbsp;</p> <h2><em>Abstract </em></h2> <p><em>This study aims to determine the effectiveness of the Stunging Reduction Acceleration Program in Subang District Subang district. The theory used as an approach to this research problem is the theory of Program Effectiveness according to Budiani (2009:53) which consists of the dimensions of Program Target Accuracy, Program Socialization, Program Objective Achievement and Program Monitoring. The program to accelerate the decline of stunting in the Puskesmas Cikalapa Subang district district has not been effective.
