Abstrak

Dana Desa telah berhasil meningkatkan kualitas hidup masyarakat desa yang ditunjukkan antara lain dengan menurunnya rasio ketimpangan perdesaan dari 0,34 pada tahun 2014 menjadi 0,32 di tahun 2017. Menurunnya jumlah penduduk miskin perdesaan dari 17,7 juta tahun tahun 2014 menjadi 17,1 juta tahun 2017. Kunci sukses untuk mensejahterakan dalam membangun desa adalah kuatnya sentuhan inisiasi, inovasi, kreasi dan kerjasama antara aparat pemerintahan desa dengan masyarakat dalam mewujudkan apa-apa yang menjadi cita-cita bersama. Salah satu aspek yang perlu dikaji lebih dalam tentang pemerintahan desa di era otonomi desa yaitu kemampuan manajemen informasi aparat pemerintah desa terkait pengelolaan dana desa, sesuai tujuan dan tuntutan undang-undang nomor 06 tahun 2014 tentang desa. Kapasitas manajemen informasi pemerintah desa dinilai belum mumpuni untuk menjalankan kewenangan yang dimiliki sesuai undang-undang desa tersebut, karena minimnya pemahaman tentang peraturan-perundangan, panduan pelaksanaan, dan aspek informasi lainnya. Lemahnya kapasitas manajemen informasi pemerintah desa berdampak pada kegagalan pemanfaatan dana desa secara produktif, yang merupakan implementasi utama undang-undang desa, sehingga bermuara pada buruknya pembangunan desa. Oleh karena itu kajian akademis tentang persoalan-persoalan tersebut sangat diperlukan, guna memperoleh model penguatan kapasitas manajemen informasi perangkat desa, agar mampu mengelola dana desa secara produktif, tepat sasaran, partisipatif, berkesinambungan, transparan, dan akuntabel.

Abstract

The Village Fund has succeeded in improving the quality of life of rural communities, which is indicated among others by decreasing the rural inequality ratio from 0.34 in 2014 to 0.32 in 2017. The declining number of rural poor people from 17.7 million in 2014 to 17.1 million in 2017. The key to success for prosperity in developing villages is the strong touch of initiation, innovation, creation and cooperation between village government officials and the community in realizing what they aspire to be. One aspect that needs to be studied more deeply about village governance in the era of village autonomy is the ability of village government officials to manage information related to village fund management, in accordance with the objectives and demands of law number 06 of 2014 concerning villages. The village government's information management capacity is considered not yet capable of exercising the authority it has under the village law, due to a lack of understanding of the laws, implementation guidelines, and other aspects of information. Weak capacity of village government information management has an impact on the failure to use village funds productively, which is the main implementation of the village law, thus leading to poor village development. Therefore an academic study of these issues is needed, in order to obtain a model of strengthening the capacity of village apparatus information management, in order to be able to manage village funds productively, on target, participatively, sustainably, transparently, and accountably.

Adhie Surachman, S.P. M.M., has a masterate in management from the Indonesian Cooperative Management Institute (IKOPIN), where he specializes in corporate social responsibility, small business management and development. Adhie’s research interests are in the fields of Research in Small Business Management and development, Entrepreneurship, Cooperative, Corporate Social Responsibility and Community Services. Adhie is a member of the Smedrise Bisnis Kreasindo group. Among his activities undertaken in furthering his research interests have been acting as a consultant and becoming a trainer on training activities. He is involved in various social enterprises, especially in community developments such as empowerment and equal rights of  women and youth in agriculture, and Cooperative and Small enterprise in rural communities. He currently works for Fikom UNSUB.
